This 1958 memorandum to members of the Senate Interim Committee on Proposed Water Projects from the Board of Directors of the Mountain Counties Water Resources Association acts as an introduction and cover letter to a nascent subject report and outline of answers. These attached documents were compiled during a Board meeting a month prior to the letter.
