The painting by Rex Brandt won second prize in oils in the All-City Art Exhibit. City councilman, Harold Harby, concluded that the city's annual art show was infiltrated by Communists. Surge of the Sea was one the works labeled controversial. The councilman insisted that the hammer and sickle design was purposely painted on the sail shown on the right.
