The front cover shows a portrait of 1973-1974 Miss Sacramento winner, Joyce Ann Garcia, a twenty-year-old Junior at Sacramento State University who majored in Psychology. The outline for the event is detailed on the second page. On page 6, Garcia can be seen with Senator Randolph Collier, Assemblyman Bob Moretti, and Assemblyman Mike Cullen. On page 14, Garcia can be seen in a photograph with Assemblywoman March Fong.
