Description
A 1956 letter to members of the Water Lawyers’ Committee on County of Origin problems from Assistant Attorney General Wallace Howland that prefaces the enclosure of a copy of his talk the week before at the Annual Convention of the California Section of the American Water Works Association about a solution to the county of origin problem. He also notes that he will send a revised draft of the proposed constitutional amendment that embodies a broader solution to the one previously considered.
