Description: Divison of Highways survey team adds to the congestion at Highland Avenue off-ramp of the Hollywood Freeway. Team members passed out questionnaires to motorists in an effort to find out what causes the regular snarls at this point. Motorists were asked whether they were on business, or out shopping--or maybe just along for the ride. Photo dated: November 10, 1967.
