Photograph caption dated September 19, 1949 reads, "Right of liberty - No dog shall be left tied to a tree to howl mournfully, or shall be kept confined all day. A dog has the right to liberty. Freedom to run and play at least part of the day is important to him. The 'Bill of Rights for Dogs' was drafted by students at a Syracuse, N.
