Photograph article dated June 20, 1963 partially reads, "Dr. Max Rafferty says he 'can't conceive' of the United States Supreme Court declaring unconstitutional the phrase 'under God' in the flag salute. 'But,' he added, 'the possibility frightens me.' The state's outspoken superintendent of public instruction told the Valley Times TODAY: 'This week's court decision on prayer and Bible reading won't have any effect on California schools since the practices don't exist in the state's public schools. 'But the elimination of God's name from the Pledge of Allegiance would have a serious effect.' The American Civil Liberties Union filed suit Wednesday in Los Angeles Superior Court, charging the phrase 'under God' violated the constitutional guarantees of freedom of religion." Drs. Richardson, left, and Rafferty participated in commencement at Valley College.
