Description accompanying photo: "How close can you get and keep dry? When daylight came, North Sacramento residents got a look at what had been going past their door all night. This shot was made from the 16th St. Bridge showing North Sacramento's industrial area behind the Western Pacific tracks. In the left center are flood gates closed against the river on the old road leading to the Gardenland Highway. There are flood gates on every highway approach to Sacramento. Up until last week many people did not know they were there or what they were for."
