Photograph caption dated July 29, 1955 reads "Dan Liu, Honolulu Chief of Police, confers honorary captaincy in Junior Police Officers organization on Johnny Rackin, 11-year-old North Hollywood swim champ for his inspiration to the youth of Hawaii. Said Dan Liu, in making first award of its kind to a mainlander, 'Southern California may be proud of producing boys and girls exemplified by Johnny Rackin, a product of the Southern Pacific Association swimming program."
