Description and text of agreement between War Relocation Authority and Wartime Civil Control Administration and Governor of Oregon, the Amalgamated Sugar Company, and other officials of Malheur County, Oregon regarding hiring 400 Japanese incarcerees to work at the sugar beet farms in the county to fill wartime farm worker shortages. Agreement states workers will be recruited from Temporary Assembly Centers on a volunteer basis, the employer will provide wages, transportation between Assembly Centers and the plantations, and adequate housing and health facilities. The War Relocation Authority (WRA), together with the Wartime Civil Control Administration (WCCA), the Civil Affairs Division (CAD) and the Office of the Commanding General (OFG) of the Western Defense Command (WDC) operated together to segregate and house some 110,000 men women and children from 1942 to 1945. The collection contains documents and photographs relating to the establishment and administrative workings of the (WDC), the (WRA) and the (WCCA) for the year 1942.
