Exterior view of the Ground Breaking Ceremony for the new United States Federal Building between Capitol Ave. and N Streets at 6th Street. This marked the initial construction of the redevelopment of Sacramento. On the dais at the microphone is Governor Pat Brown. The three men on the left seated in the front row are, left to right: N. G. Culjis, Ancil Hoffman, Frank Seymour.
