Description: "Barbara Crowell points to a new model of the proposed downtown community center. In front, facing L Street between 13th and 14th Streets is a 2,300-seat theater. Next is an administration building with meeting rooms and at rear is a large convention and exhibit hall. The model will be presented to the City Council's Core Area Committee at 3 p.m. tomorrow. The county supervisors today finally authorized signing of a city-county joint powers agreement to finance the $13.8 million facility"
