Photograph caption dated July 19, 1960 reads "License fee boost nixed." The article partially reads "Proposals for license fees on dogs, cats and horses and a plan for a so-called 'marriage license' program to check uncontrolled breeding of cats and dogs today had failed to gain City Council approval."
