Photograph caption dated April 12, 1947 reads, "Testifying before the California Public Utilities commission hearing in North Hollywood, Mrs. Helen Hagedorn, 7744 Laurel Canyon blvd., above, with Randolph Karr, counsel for the Pacific Electric, charged that juvenile delinquency and even murder and robbery can be traced to inadequate transportation facilities."
