Photograph was edited for publication purposes Adding to the devilment in the Los Angeles City Recreation and Park Department's 'Traveling Circus and Kiddie Carnival' are the antics of Pinch-um Police Department cops, clowns, and bedraggled hobos. The latter species of circus character is shown above teasing one of his fellow performers with a select leaf of cabbage.
