Colonel Arthur Vickers.
Supplementary material reads: "Gershon. City desk. Illus. General gets promoted. Brig. Gen. Francis M. Day, commanding general of the 47th AAA Brigade gets Major General stars pinned on collar by Col. Arthur Vickers, his executive officer. The promotion came yesterday at Fort MacArthur. Gen. Day also commands the Western Army Anti-Aircraft command at Fort Baker, near San Francisco".
