Caption slip reads: "Date: 1954-03-27. Neg. made 9 a.m. Sat- Former Colonel Wayne C. Bailey, Riverside, assistant division cmdr of 40th Inf. Div., Cal. Nat. Guard, promoted to brig. gen. by order of Gov. Knight. Bailey, vice pres of R.J. Shea Inc., heavy engineering constr. company, (left) is congratulated by Maj. Gen. Homer O. Eaton Jr., div. cmdr. after the ceremony at 40th Div. Hq., 3440 S. Hope St. Sat. Eaton is on right in neg. The 40th is Southland's largest single Nat. Guard unit, with 3992 men and officers".
