Description
Photograph caption dated April 21, 1964 reads, "Arriving at loading dock outside the Los Angeles County Registrar of Voters' office yesterday with petitions containing more than 500,000 names were Mrs. Frederick Spenser of North Hollywood, president of the California Federation of Women's Clubs, left, and Don Belding, president of the Citizens' Committee for Free TV. The petitions seek to put on the Nov. 3 ballot an initiative which would repeal permissive pay television legislation."
