Photograph caption dated November 10, 1954 reads, "Among the first to apply for entry into new low-rent housing project in the Valley are Mr. and Mrs. Leland Clough and their two daughters, Linda and Nancy. City Councilman Everett Burkhalter and Peter R. Perez, manager, assist in welcoming first tenants. This is first Los Angeles City Housing project for the Valley and opens in January, 1955." The article partially reads, "Clough, a veteran of three years with the U. S. Army...said he was delighted at the opportunity of renting in the project known as San Fernando Gardens."
