Printed circular issued by the military governor of Baja California, for distribution to local authorites in the territory of Baja California, transmitting the text of a regulation concerning the management of funds derived from fines collected within the territory. A third of the income from fines collected is to be used to improve prisons and establish prison schools within the municipality where the crime was committed. "Siendo un deber de este Gobierno Politico y Comandancia Militar cuidar por la observancia de la leyes de la República ... que la inversion de las multas ... se haga aplicando una tercia parte a un fondo destinado para el pago de las indemnizaciones que deba hacer el Erario por responsibilidad civil; otra tercia á la mejora material de las prisiones de la municipalidad en que se cometió el delito; y al establecimiento y fomento de la las escuelas que deber haber en dichas prisones; y la tercia parte restante al establecimiento de beneficencia destinado con anterioridad por el Gobierno, y que esté dentro de dicho municipio."
