A wood plank walkway stretches across the foreground. Mertie West stands at center on this walkway and faces towards camera. She looks towards a woman at left, who holds a box. A large wooden patio extends back from the walkway. The small Council Chamber building stands beyond the patio and behind Mertie. It is viewed from the front. Steps lead up to the front porch at the center of the building. The front door stands at the top of the steps, elevated above ground-level, and beneath a gabled porch roof.
