Estelle Jarvis kisses her husband, Howard, on the first anniversary of passaage of the Jarvis-Gann amendment, better known as Proposition 13. Some 2,000 supporters of the amendment took part in the festivities at the Ambassador Hotel on June 6, 1979. They heard Jarvis declare that the "day of government by the bureaucrats, of the bureaucrats, and for the bureaucrats is coming to an end."
