Photograph was edited for publication purposes Eugene Warren Biscailuz was born in Boyle Heights, a neighborhood of Los Angeles, on March 12, 1883. He was Under-Sheriff of Los Angeles County from 1921-1929. In 1929, he was appointed by Governor C. C. Young as Superintendent of the California Highway Patrol (CHP), where he organized the Highway Patrol system. Biscailuz was appointed Sheriff in 1932 and was elected to serve from 1934 to 1958. He died on May 16, 1969. Photograph caption dated October 30, 1964 reads "Gene W. Biscailuz, former sheriff of Los Angeles County, surveys Wayside Honor Rancho, one of his pet projects while he was in office."
