Photograph caption dated August 7, 1963 reads, "James Collier, a 45-year-old equipment mechanic with the Department of Water and Power, shows his answer to water rationing imposed by the Conejo Valley Water Co. in the Thousand Oaks area. Collier, 3153 Carlton Dr., Thousand Oaks, found it necessary to import water to maintain his lawn. He uses his truck equipped with a pump to spray ivy and plants."
