Bust-length portrait of James Gallagher. Text written under photo: "James Gallagher Leader of the Graft Board of Supervisors 1910." During the latter part of Eugene Schmitz's mayoralty Gallagher was president of the Board of Supervisors and was responsible for receiving bribe money from the Mayor and distributing it among his fellow supervisors.
