Photograph caption dated Mar 21, 1962 reads "My owner, Rex, on the left, says it just isn't fair." Pictured is Rex Stuart, owner of a Western-wear shop in Pacoima. He was told by the Los Angeles Board of Public Works to move his wooden Indian sculpture off of the sidewalk in front of his shop.
