Photograph caption dated April 23, 1964 reads "Officer Dave Weisner inspects the broken windshield of his patrol car, damaged during a riot when he tried to arrest Pacoiman Melvin D. Townes. Weisner and his partner, Officer L. C. Mandershied, received minor injuries in scuffles when neighbors interfered. After a call for help, eight persons were arrested."
