Photograph caption dated December 10, 1954 reads, "Councilman Everett Burkhalter, seated, receives from National Hot Rod Association officer Bud Coons special petition advocating drag strips be established in Los Angeles. Others who signed at City Hall were, from left, Councilmen Gordon Hahn, Ernest Debs and Don A. Allen. Seated is Mrs. Stan F. Smalley, Co-ordinating Council Federation public relations chairman."
