Description
The Water Works Building at Front and I Streets was the city of Sacramento's first official structure, and for over 20 years the City Hall was located in that facility. Temporary quarters at Fourth and J Streets served city officials until the pictured Rudolph A. Herold-designed Beaux-Arts City Hall opened in 1911. The presence of wagons as well as automobiles fixes this image within a few years of opening as easily as the open space and residential structures near Eighth and I Streets.
