Description
This paper is a study of the politics of redistricting. The central thesis is that redistricting struggles are a function of two party competition. Chapter 1 identifies the significance of redrawing legislative district boundaries and points out some of the history and theory of reapportionment and redistricting. Chapter 2 consists of redistricting histories covering the 1960s and 1970s for each of eighteen states. Chapter 3 draws from the eighteen state histories to analyze and expand on the thesis statement.
