Men can be seen seated in chairs at left facing the background, while the group of men in the right foreground are wearing identical caps. A few trees can be seen at center obscuring some of the people, while buildings are visible in the background. Photonegative sleeve reads, "Mayor Rolph and Herbert Hoover at City Hall".
