Photograph caption dated November 12, 1959 reads, "Safe and Sound -- Van Nuys juvenile officers had these two bundles of trouble on their hands today after radio car officer found them wandering with stuffed pets along North Hollywood street. Identified as William "Skipper" Kepper, 4, left, and his brother Robert, 2, known as "Bobby Bumpkin," youngsters wouldn't tell their names or where they lived. Searching for boys, mother found them safe and happy at police station."
