Communication of Royal Order defending earlier order abolishing two Spanish colonial institutions organizing Indian labor: the mita and the repartimiento, and also releasing Indians from any personal service to public or religious functionaries and ordering the redistribution of land linked to the mita and repartimiento to married Indians or those over the age of 25. The new order emphasizes punishment for failure to comply with these laws.
