Description
In the wake of the October 17, 1989 Loma Prieta Earthquake, Caltrans commissioned an oral history project to document the personal and professional experiences of Caltrans employees who worked to restore the State's damaged transportation system. At the time of the Loma Prieta Earthquake Chet Moran was a Maintenance Superintendent at the Caldecott Tunnel for Caltrans. When the earthquake happened he was at his residence in Oakland and realizing the shaking was really strong, he returned to work at the Caldecott Tunnel. Initially, he assisted in communication between headquarters and Branch chiefs. Around 10 PM he arrived at the Cypress Structure where he met Ray Malihot, the Regional Manager of San Leandro. Then along with Mr. Malihot, he went to the CHP office to help coordinate the traffic plans due to damaged structures. The next day he started at the Caldecott Tunnel to review the reports on the Caldecott and Posey Tunnel. Along with his supervisor they went to Cypress Structure and met with other Superintendents for Caltrans to form a command center at Eighteenth Street between Campbell and Grand. The Red Cross and the Salvation Army were staged across the street adjacent to the Caltrans. Moran was responsible for set-up, monitoring and handling all the personnel that showed up to work. He worked at the Cypress Structure for a Month after the earthquake.
