This photograph is contained in one of two volumes by Dobbin titled "Album of San Francisco."
Text written to the right of photo: "Opening of the City Hall." Text written below: "Mayor James Rolph, and wife Supervisors Gallagher & Nelson." Those named, along with one other, are seen walking from the entrance of the new City Hall. Flags are draped from the balcony above the doors. A scaffold is visible at the left, under which are crowds of celebrants.
