Photograph caption dated July 26, 1961 reads "Noel Manchester, foreground, chief of communications for the Los Angeles County Fire Department, and Capt. Dick Bird, chief photo officer, inspect department's new $8,000 communications and command post trailer. The seven-man trailer, to be housed in Pacoima, is completely equipped with phones, a radio network and other equipment needed in case of a major disaster. It replaces a command post trailer that had been in service for 23 years."
