The volunteer open space patrol became necessary during a severe drought during the late 1970s. Volunteers, many on horseback, joined the effort to spot fires in remote areas and report illegal off-road vehicles to authorities. The patrol was coordinated by county open space planner David W. Hansen and patrols were concentrated on open space lands in the Novato and San Rafael areas. Specifically, these areas included the Mount Burdell, Indian Valley and Loma Verde areas of Novato, San Pedro Ridge and Sleepy Hollow- San Rafael Divide in the San Rafael area, and Cascade Canyon in Fairfax.
