The photo caption printed in the Sacramento Bee on August 1, 1969 states: "Southbound traffic at the start of a four-mile stretch of Interstate 5 north of Redding finds itself running into congestion and a bottleneck as the four-lane freeway suddenly narrows to a two-lane road through a resort area."
