The photo caption printed in the Sacramento Bee on April 4, 1970 states: "Richard Vigil, a Chippewa Indian from Wisconsin, performed a hoop dance last night at Sacramento State College, part of a program of tribal dances which was presented to raise funds for American Indian students."
