Dr. Ross Conner, President of the Board of the International Organization for Cooperation in Evaluation, in his Keynote Address discusses IOCE’s commitment to building a worldwide evaluation community. Dr. Conner gives a brief history and evaluation of the progress of the work done by the African Evaluation Association (AfrEA) and Malaysian Evaluation Society (MES), that were founded in response to growing demand for information sharing, advocacy and advanced capacity building in evaluations in Africa and Malaysia. Dr. Conner discusses the efficiency of the Program assessment Rating Tools implemented by the US Office of Management and Budget to evaluate all the federal programs. The keynote address was followed by Dr. Scriven, Dr. Preskill, Dr. Donaldson and Dr. Christie, where the discussants presented their own experiences, from either personally traveling internationally or working with other evaluation associations such as Canadian Evaluation Society and others. Other issues that were discussed were problems arising from international evaluation and benefits of internal capacity building. *As Dr. Conner wasn't able to attend the Panel Discussion on August 19, his keynote address was pre-taped and presented at the panel discussion on August 19, 2007.
