Pictured is Dorothy Stearns, 4502 Van Noord Ave., Studio City, a senior recreation specialist for the Los Angeles County Department of Recreation and Parks and has just received the first license in California which qualifies her to make, transport or discharge fireworks as special effects before live audiences.
