Description
The photo caption printed in the Sacramento Bee on October 7, 1979 states: ". . . . Evangeline Duncan, below, is leader of Redwood Vally Rancheria near Ukiah. "They (the government) never kept any promises here," she said. "The government's idea of providing a well on par with the white folk in the area was to install hand pumps."
