Photograph caption dated January 12, 1961 reads "Leonard Chambers, 4, of 11650 Strathern St., North Hollywood, inspects accumulated trash in city-owned drainage ditch on his block. The condition of the site was called to the attention of the Valley Times TODAY by neighbors following publication of an editorial instructing citizens on how to get city cleanup service on unsightly, unimproved private property in their neighborhoods. The condition of the city-owned ditch has been called to the attention of the city by the Valley Times TODAY, which has assigned a photographer to report pictorially on the progress of the cleanup."
