B. Inoue, of Sumitomo Rubber Industries, Ltd., writes Mr. Kenneth Hopper about Mr. Wake, of the Ministry of International Trade and Industry (MITI), and how he became interested in QC after reading a work by W. A. Shewhart. Inoue explains that the democratic way of thinking and activity were already accepted and penetrated in the vertical organization and in the relations between senior officials and their subordinates of the Japanese private corporations. He goes on to explain the basic concept of the QC circle and SEI (Sumitomo Electric Industries). The letter contains Inoue's original signature. The letter also contains original handwritten notations and an original handwritten "44" in two places on the top, right corner.
