Photograph caption dated December 19, 1981 reads, "More than 2,000 soft, cuddly rag dolls will be under the Christmas trees of severely handicapped, terminally ill and blind Los Angeles children this year, courtesy of the L.A. County Sheriff's Department. The dolls are made from donated scrap materials by inmates of the Sybil Brand Institute, the women's county jail, who work on them all year. The dolls are likenesses of clowns, boys and girls and St. Nick himself. The sheriff's department has performed the service more than 18 years. Here, Undersheriff Sherman Block makes a jolly final inspection."
