B. Inoue, of Sumitomo Rubber Industries, Ltd., writes Mr. K. Hopper saying that he received his February 6th letter. He says that he agrees with Hopper's footnote on page 1 of Material 1, but suggests adding that foremen were trained with only QC's elementary techniques and that they developed the movement that was later called "QC Circle" with their people. The letter contains Inoue's signature. The letter also contains a handwritten "26" on the top, right corner.
