He talks about gradual changes he made to his organization, and that slow steady progress was the key. He describes the use of computers and technology to help workers. Jacobs says that building an organization is like building a sports team and that camaraderie and dependence on one another is essential. He ends the interview by advising that superiors must give employees freedom within a government organization.
