He advises how to develop a program in a changing market. He talks about the importance of having strong quality control with volunteers, which can be hard to organize on a global scale. He describes problems with marketing, and how many materials the Red Cross works with can be hazardous. Schubert describes the pros and cons of starting a corporation. He ends the interview by saying that a budget must be strategy driven.
